   On March 30, lawyers of the Interregional Committee against Torture received an official notification that the complaint filed in  the interests of Alexander Milovanov from Sarov had been sustained by Mr. Pankin, head of the Procedural Control Department under the Investigation Administration for  Nizhny Novgorod region. He cancelled the refusal to open a criminal case issued earlier by the Sarov Investigation Department. Mr. Milovanov had applied to the Committee against Torture claiming that he had been abused by officers of the Sarov Drug Control Service.

According to Milovanov, he was detained by the Drug Control Service in July 2008 on the allegations of crime. When he was taken to the police station, the police battered him with a club using an electric shocker in order to obtain a confession from him. Alexander’s injuries were documented by ambulance doctors.  

You may remember that a number of officers from the Sarov Drug Control Service are accused of a similar crime against another Sarov citizen and are kept in custody.
